counting a lot of savings of things that nobody thinks is going to happen, like ten more years in iraq and afghanistan, and after you factor all that out, let's see what the plan is, but we don't have a lot of time to look at this plan, and i'm of the view at some point, if you're getting 85% of what you want, and i hope my side can do that, that's not a defeat. that's a victory, and the next day you start working on the last 15% on whatever is the next thing that the congress is going to do....
